LeadingAge hosted a HOTMA Implementation Q&A with Jenny DeSilva (Session 4), April 10.  Topics discussed were discretionary aspects of HOTMA that are key for mission-aligned implementation and tips for resident communication about changes under HOTMA. LeadingAge advocacy recently resulted in an extension for the interim HOTMA compliance date, moving the deadline for HOTMA-compliant updates to Tenant Selection Plans and EIV policies from March 31 to May 31, 2024. To learn more and access previous HOTMA call recordings here.

LeadingAge Hosts Overview of HUD FY23 Section 202 Funding Opportunity. LeadingAge hosted an overview of HUD’s current Section 202 Notice of Funding Opportunity (NOFO) on March 25. During the session, experts shared insights on the current (fiscal year 2023) application round for Section 202 funding to create new affordable senior housing units. Applications are due by June 20, 2024. The call featured discussions on what is different this year over last year’s Section 202 funding opportunity, best practices for applying, how HUD rates and awards the funding, and how the housing providers are bringing these kinds of projects to completion. We also discussed advocacy opportunities to revive the program after Congress omitted new Section 202 funding from HUD’s budget for Fiscal Year 2024 and the President’s budget request declined to include new funds for fiscal year 2025. White House Seeks Low Income Housing Tax Credit Changes for Fiscal Year 2025.  The Administration’s General Explanations of the Administration's Fiscal Year 2025 Revenue Proposals describe these and other tax policy requests for fiscal year 2025.

Congress Approves Improvements to HUD’s Rental Assistance Demonstration. The recently-passed fiscal year 2024 Appropriations Act for the Department of Housing and Urban Development (HUD) adopted improvements to the agency’s preservation program. The program, called the Rental Assistance Demonstration (RAD), allows HUD-subsidized properties, including HUD’s affordable senior housing properties, to convert between HUD subsidy platforms to better leverage financing opportunities and preserve housing affordability for the long-term. In the Appropriations Act, Congress expanded RAD eligibility to include Senior Preservation Rental Assistance Contracts (SPRACs). Congress also extended the RAD sunset date to 2029 for certain types of affordable housing and allowed converting properties to retain resident services funding. The Office of Recapitalization, which runs RAD, has also posted a series of “Back-to-Basic” videos on managing HUD Multifamily properties for post-conversion communities.

LeadingAge Members in the News: Fellowship Square of Reston, Virginia Featured by HUD. In HUD’s latest edition of updates from the Office of Policy Development and Research (PD&R), the agency featured LeadingAge member Fellowship Square Foundation, which recently completed a major update of a HUD-assisted senior housing complex in northern Virginia. The retrofit replaced the legacy community with 240 modern and accessible units for older adults, including 54 units that are fully accessible to people with disabilities. The building is EarthCraft and ENERGY STAR® certified. Congrats to Fellowship Square Foundation CEO and active LeadingAge/LeadingAge Virginia member Christy Zeitz and her team.

HUD Announces Millions in Next Round of Green and Resilient Retrofit Funding. On March 28, HUD announced the next round of funding awards under its Green and Resilient Retrofit Program (GRRP), which helps Multifamily Housing properties make energy and water efficiency and climate resiliency upgrades. The awards in this round totaled $173.8 million, bringing the amount of funding awarded so far under the program to $544 million, or more than 50 percent of the program’s allocation. HUD’s Office of Multifamily Housing Program also launched a new energy and water benchmarking service available at no cost to owners of properties participating in eligible Multifamily project-based rental assistance programs. By taking advantage of this service, property owners will receive personalized support in assessing the efficiency of their buildings for up to four years.

Statement of Support for Care in the Home for Rural and Underserved Communities.

LeadingAge submitted a statement for the record on March 26 in response to a House Ways and Means Committee hearing, "Enhancing Access to Care at Home in Rural and Underserved Communities." The hearing highlighted critically important gaps in home-based care for these communities and LeadingAge took the opportunity to support several topics discussed at the hearing.
